THE FUNDS FOR THE HPF PROGRAM are derived from Outer Continental Shelf mineral receipts. Since 1968, over $1 billion in grant funds has been awarded to 59 States, territories, Indian Tribes, local governments, and the National Trust for Historic Preservation. Out of a FY2004 appropriation of $34.5 million for HPF grants to the States, the average State allocation is about $573,000, which typically is matched by $382,000 in non-federal matching share contributions.

Projects eligible for funding and the criteria used to select them are developed annually by the SHPO. Funding decisions are made by the State not NPS.

Among the kinds of activities funded are the following: architectural, historical, archeological surveys; nominations to the National Register of Historic Places; staff work for historic preservation commissions; design guidelines and preservation plans; public outreach materials such as publications, videos, exhibits, and brochures; training for commission members and staff; and rehabilitation or restoration of National Register-listed properties.

FY 2003 HISTORIC PRESERVATION FUND HIGHLIGHTS

- Congress appropriated 33.4 million to States.

- State governments provided the largest percentage (79%) of nonfederal matching funds spent in FY 2003.

- Most recent data shows that 89% of State expenditures go toward historic preservation activities and projects, while the remaining 11% is used in the administration of these.

- NPS awarded $2.98 million in grants to tribes for historic preservation projects.

- States surveyed 14.1 million acres for historic resources and added approximately 163,000 properties to their inventories.

- States submitted 1,611 nominations to the National Register of Historic Places.

- 1,270 Federal Historic Preservation Tax Credit projects were approved

- 5,485 low and moderate income housing units were created through the Federal Historic Presevation Tax Credit program.

- States certified 59 local governments as Certified Local Governments (CLGs), bringing the cumulative total to 1,420 CLGs througout the Nation.
