What is the SmartBuy?

In a nutshell the Government SmartBuy program for ESRI software and maintenance is a 5-year contract (through FY'08) covering the federal government. DOI's presents is represented at (Source www.doi.gov/bureaus.html).

What is on the Federal Government/DOI-ESRI SmartBuy?

The site license software is for ArcGIS ArcInfo. License(s) include the following extensions: 3D Analyst, ArcScan, ArcStorm, COGO, Editor, Geostatistical Analyst, GRID, NETWORK, Publisher, Spatial Analyst, StreetMap USA, Survey Analyst, TiffLZW, TIN, and ArcPress for ArcGIS. (Legacy) Upgrades from ArcView 3.0-3.3 to 3.x and ArcGIS ArcView are covered under the SmartBuy.

There are also limited (Capped) quantities of software and services covered under the SmartBuy. They include ArcPad, ArcPad Application Builder, Tracking Analyst, and ESRI User Conference Passes. For a detailed breakdown see the USGS BPA capped software page.

Other software and services covered under SmartBuy include: Virtual Campus, ArcSDE, and ArcIMS.

NOTES:

  • The capped quantities do not include existing (Legacy) software previously purchased by the NPS or other bureaus (additional quantities are added to each bureau's accumulated totals).
  • Capped quantity software is being allocated and distributed through the guidance of the GIS council. Contact your Regional GIS Coordinator for more information
  • There is a provision in the SmartBuy to allow Laptop licenses for mobile computing; e.g., laptop use see table below (the additional licenses do not count against the total bureau quantity)
  • For information on availability of ESRI User Conference passes contact your GIS Regional Coordinator.

How to obtain Software, Hardware Key, and Key-Code License file covered under the SmartBuy

All SmartBuy software, data, and online documentation media (excluding hardcopy manuals) will be distributed through the NPS Regional GIS Coordinators. They will approve use of and distribute media (CD Media and Hardware-Sentinel Keys) and licenses.

There are four configurations for licensing of ArcGIS (see table below).
ArcGIS Licensing Configurations
  1. Concurrent-use LAN based license (Preferred Option) containing:
    1. License Server for network of computers (bottom middle of image in orange)
      1. ESRI License Manager
      2. ESRI Hardware Key
      3. ESRI Keycode License file
    2. One or more computers (computers surrounding server in brown)
      1. Install of ESRI's ArcGIS software

  1. Concurrent-use - Laptop (*SPECIAL CASE*):

NOTE: This process changed as of January, 2007.
  • To ensure that you have access to the EGIS tools and services you need to be listed in the NPS GIS Contacts database. Note: You must be registered prior to downloading Software. Also, the login information is your normal network login (e.g., User NPS\jdoe and password).
  • Download portal for NPS GIS software is now live! ESRI's ArcGIS 9.2 software are available for download. (Use your network login to access the site)

Who do I call if I need help with ESRI software (installing etc.)?

The NPS has 15 Bureau Central Support sites (BCS). They provide Tier One support to the NPS user community including the following:

  • Administer the configuration, installation, and maintenance support of ESRI GIS software
  • Have access to upgrades and technical support from ESRI
  • ArcGIS hardware and operating system requirements

How to buy Software not listed on the SmartBuy?

Software and services not identified in the SmartBuy can still be ordered through the same process as prior to the SmartBuy (e.g., cut a DI-1 and send to David Duran who will forward on to ESRI). This includes how to buy training, Professional Services, etc.

The major exceptions to the process are: new orders will receive 50% off software and 10% off training the GSA schedule while the current TIA applies then follow the table below for additional discounts for IDIQ (Indefinite Quantity/Indefinite Delivery).

  • When ordering additional software & services be sure to include the following numbers on the order form to receive the appropriate discount(s):

  • TIA referees to the DOI Technology Investment Analysis which the current USGS - BPA (Blanket Purchasing Agreement) is structured (year 3 of 5).

Restrictions

The SmartBuy does not allow any software licenses to be transferred from an NPS entity to a non-NPS entity. Contractors or cooperators that are performing NPS projects or work under an official agreement, partnership, or contract may use an NPS software license. The license must remain under the control of the NPS and returned to the NPS when the project is finished. If possible, contractors or cooperators should buy their own license(s).
