"Is it to be War or Peace? I am James Madison, fourth president of these United States of America. Our young nation, that declared its independence from Great Britain only 36 years ago, is facing another possible war with these same people. Declaring War is serious. It will cost our nation in lives and in treasure. However, there are times in history in which this must be done. Our Congress is divided. There are those who say we must declare war now and others say war must be avoided at all costs. I ask you to hear perspectives from people who live in various parts of our young nation from different backgrounds. After all, free and open debate is a part of our republic.
