USHERING IN A NEW ERA
As the dust settled, President Hoover accepted all blame for
the Army's actions. Calmness and sense of purpose began to return.
For Hoover, the damage to his administration was irreparable.
 With
1932 being an election year, Hoover faced a new adversary from
the Democratic Party, Franklin Delano Roosevelt. FDR seized
on many of the mistakes of the Hoover administration, including
the timeliness of the Bonus Army Riot. He felt the Federal Government
needed to be more involved in helping the country climb out
of the Depression. If elected, he pledged "...a new deal for
the American people."
In 1933, upon taking an oath as President, FDR said to the
more than 15 million people out of work, "The only thing we
have to fear is fear itself."
