Entry into Arco Tunnel is prohibited unless authorized by permit issued by NPS staff at the Visitor Center.

Public access into Arco Tunnel is regulated to enhance public safety and enjoyment, as well as protect sensitive biological resources and geologic features. This management requirement has been continuously implemented since shortly after the lava tube cave was discovered in the late 1950s. Sensitive geologic features include well preserved but delicate lava speleothems, lava cascades, thermal remelt features and secondary mineral deposits. Biological resources include periodic use by hibernating Townsend's big-earred bats (Plecotus townsendii) and large populations of cave dependent invertebrates. The cave entrance is located within 100 yards of a popular maintained trail in the caves area. The cave is one of the longest within the Monument with over one mile of surveyed passages.

A requirement to obtain a permit prior to entering the caves allows the National Park Service to inform prospective cavers of special hazards, the need for special safety gear and practices to conserve cave resources. Permits are limited to one group at a time and the season of use (Closed from 9/15 to 5/15 annually to protect hibernating bats). Only one permit will be issued at a time to avoid congestion and trampling of delicate features in or near narrow crawlways. Permit conditions require a minimum of three and maximum of 12 persons per group. The minimum number provides for public safety by having at least one person available to stay with an injured member of the group while one goes for assistance. The maximum number avoids crowding at narrow passages and helps protect delicate features from inadvertent trampling while accommodating most sized groups which have historically visited the cave. Light sources with an open flame, such as liquid fuel lanterns and carbide lamps, and food are prohibited at all times to prevent introduction of toxic materials and unnatural influences on cave biota. All persons entering the cave are advised to wear head protection (hard hat or helmet) and carry three dependable sources of light. Employees of the National Park Service are authorization to issue entry permits to Arco Tunnel with the above mentioned conditions and stipulations.
