FY 2003 Budget and Annual Performance Plan for Channel Islands National Park

Channel Islands National Park Acting Superintendent, Terry Hofstra, today announced that the park’s Annual Performance Plan and documents providing details about the anticipated budget appropriation and fee revenues for FY 2003 are available for public review as required by the National Parks Omnibus Management Act of 1998. Currently, under a Continuing Resolution, Congress has authorized the federal government to continue operating at fiscal year 2002 funding levels until a budget is passed.

Highlights of the park’s anticipated budget, which funds specific goals in the annual performance plan, include:

$1,511,151 for resource preservation and management. These funds will be used in a variety of projects to protect the natural and cultural resources of Channel Islands National Park, including efforts to save the island fox from extinction, inventory and monitoring of the marine resources of the park, identification and preservation of Chumash Indian archeological sites, and preservation of historic ranching-era structures.

$1,194,814 to address visitor services. Visitor Services includes public education and interpretive programs on the mainland and the park waters and islands, information and orientation services, search and rescue operations, campground and trail management.

$1,317,619 for facility operations and maintenance. Funds will be used to maintain the mainland Visitor Center, campgrounds and trails, park buildings, and historic structures.

$965,416 for park administration. Park administration functions include the support services for park operations, procurement, personnel, recruitment and hiring, budget management, contracting, concessions management and the superintendent’s office.

$414,250 for construction. Major construction projects include completing replacement of four employee housing units (travel trailers) that are in poor condition with four new one-bedroom studio units on Santa Rosa Island. This project began in FY02 and is approximately 80-percent completed.

The goals described in the park’s 2003 Annual Performance Plan are derived from the 2000 National Park Service Strategic Plan, which establishes a performance management process for the Service and incorporates the requirements of GPRA.
