Challenge Cost Share Matching Fund Program
An Overview

National Historic Landmark Stewards are invited to submit proposals for the Challenge Cost Share Program (CCSP), a 50% matching fund program. Proposals are being accepted for fiscal years 2002 (October 1, 2001-September 30, 2002) and 2003 (October 01, 2002-September 30, 2003.) This program provides project funding to preserve or improve natural, cultural and recreational resources for authorized National Park Service (NPS) programs, including National Historic Landmarks (NHLs.) Funding awards range from $3,000 to $30,000. Most awards have been in the range of $10,000 to $15,000.

The fiscal years 2002-2003 application round will focus on projects that will meet a need identified in a strategic (or other long-term) plan, develop a strategic plan, or address a critical resource threat for a National Historic Landmark. Proposals that involve training, education, or distinctive conservation treatments are encouraged. Proposals that solely involve construction are discouraged. All projects should demonstrate a public benefit.

Eligible applicants MUST be able to answer "YES" to all of the following questions:

  • Is your organization a governmental entity or not-for-profit corporation?
  • Does your project benefit a NHL in the Northeast region of the United States?
    (Maine, New Hampshire, Vermont, Rhode Island, Massachusetts, Connecticut, New York, New Jersey, Pennsylvania, Delaware, Maryland, Virginia, West Virginia, and the District of Columbia)
  • Can your project likely be completed within a one-year program agreement period?
  • Does your project further the goals of a strategic or other long-term plan for your NHL?
    (If not, you may apply to develop such a plan for your NHL.)
  • Will your project have at least a 50% non-federal match when the project begins?
  • Does your project demonstrate a public benefit?

Additional Guidance

  • Religious Institutions where the project directly benefits the sanctuary or place of worship, even if it is an NHL, are NOT eligible to apply.
  • Additional consideration will be given to applicants that demonstrate a collaborative effort with another NHL, organization, or unit of the NPS
  • Please take extra care in drafting your "Project Summary" statement on the first page of the application as this is the only information that will be used for a preliminary determination to select 10 proposals for each year. These 10 full proposals will then be forwarded for final consideration

Application Process

  • The application can be downloaded as a Word document from the menu bars to the left of this screen. Both the application and instructions are also available for viewing and printing as PDF files.
  • You may submit one proposal for each of the fiscal years 2002 and 2003. You may NOT submit the same proposal for both 2002 and 2003.
  • All applications must be submitted electronically, via e-mail or on a floppy disk.
    You can use either Microsoft Word or Word Perfect to complete the downloaded application, and then save it in TEXT format. From Microsoft Word please save as Text only; from Word Perfect save as ASCII DOS delimited Text. (file extension .txt)
    If the application is not in TEXT format, it will be disqualified.
  • All applications must be received in our offices by 5:00pm on Tuesday February 20, 2001. Please allow adequate time for traditional or electronic delivery
