HARKERS ISLAND, NC –The National Park Service (NPS), Cape Lookout National Seashore (Seashore) will be releasing a proposed rule for Off-Road Vehicle (ORV) management for a sixty day public comment period beginning on Friday, December 18, 2015. The NPS proposes to designate routes for, and manage off-road vehicle use within the Seashore. Under the NPS general regulations, the operation of motor vehicles off roads is prohibited unless authorized by special regulation. The proposed rule would authorize off-road vehicle use at the Seashore through a permit system and establish operational and vehicle requirements.

You may submit comments, identified by the Regulation Identifier Number (RIN) 1024–AE24, by any of the following methods:

  • Electronically: Federal eRulemaking Portal: http://www.regulations.gov. Follow the instructions for submitting comments.
  • Hard copy: Mail or hand-deliver to: Superintendent, Cape Lookout National Seashore, 131 Charles Street, Harkers Island, North Carolina 28531.

Instructions: All comments received must include the agency name and RIN for this rulemaking: 1024-AE24. Comments submitted through Federal eRulemaking Portal: http://www.regulations.gov or submitted by mail must be entered or postmarked before midnight (Eastern Daylight Time) February 16, 2016. Comments submitted by hand delivery must be received by the close of business hours (5 p.m. Eastern Daylight Time) February 16, 2016.

If you commented on the Draft ORV Management Plan/Draft Environmental Impact Statement (Plan/DEIS), your comments have been considered in drafting the proposed rule. Comments should focus on this proposed rule; comments that refer back to the draft Plan/DEIS will be untimely and will not be considered.

Comments will not be accepted by fax, e-mail, or in any way other than those specified above, and bulk comments in any format (hard copy or electronic) submitted on behalf of others will not be accepted. Comments received will be posted without change to http://www.regulations.gov, including any personal information provided.
