As of September 16th, 2009, in areas open to ORV use, night driving is allowed with a night driving permit. There is no cost to the permit and permits are available online at https://www.nps.gov/caha/planyourvisit/nightbeachdrivingpermit.htm, all park Visitor Centers, WhaleboneInformationCenter, Hatteras Weather Bureau Station, and local tackle shops. Night beach driving permits will be required for off-road vehicle use (signed/dated by the driver and displayed on the dashboard of the vehicle) on all CapeHatterasNational Seashore ocean beaches between the hours of 10:00 p.m.and 6:00 a.m.from September 16 to November 15. Cape Hatteras National Seashore beaches will be managed again this summer under the terms of the U.S. District Court approved consent decree. Park visitors can expect to see resource closures for breeding shorebirds in effect to varying degrees from mid-March to mid-to-late-August and turtle nesting closures may occur until early November. Shorebird pre-nesting closures have already been established at the inlets, Cape Point, and SouthBeach. As soon as subsequent breeding activity is observed, the consent decree requires that automatic, non-discretionary buffers be implemented.
The Beach Access Report is issued every Thursday throughout the breeding season,and updated news will be reported weekly in bold, BLUEprint. **All distances are approximate.** The weekly Beach Access Report is complemented by a Google Earth map, which is updated up to 5 times per week as access conditions change. The latest Google Earth beach access map can be viewed at: https://www.nps.gov/caha/planyourvisit/googleearthmap.htm
Note: Closure conditions may change in the field on short notice. On-site signage, rather than the Beach Access Report or Google Earth map, is the most accurate and current indication of what is open or closed to the public. Closed areas are clearly marked in the field with “symbolic fencing” consisting of wooden or carsonite posts, closure signs, string, and flagging tape. Knowledge of tidal changes and caution should be exercised while traveling the beaches of the park. Pets are prohibited in resource protection areas. Elsewhere, pets must be physically restrained at all time on a lease not exceeding 6 feet in length.

Bodie Island District(CoquinaBeachto Ramp 27; 15.7miles of ocean shoreline) Mileage Summary: 9.2 miles open to ORVs and pedestrians; 6.4 miles open to pedestrians only; 0.0 miles of “limited access” (open to pedestrians between closures); 0.2miles closed to public access due to resource closures. Ramp 1 - Ramp 2 (CoquinaBeachArea) (1.2 miles) Current Status: The beach is open for pedestrian access, but not for ORV access. · An ORV SAFETY closure is 1.2 miles long.
Ramp 2 - Ramp 4 (2.4 miles) Current Status: Ramp 2 is closed. The beach is open for ORV and pedestrian access from approximately 0.1 south of Ramp 2 to Ramp 4.
Ramp 4– Oregon Inlet (Bodie Island Spit: 2.1 miles) Current Status: The beach is open for ORV access south of Ramp 4 to BodieIslandSpit. · August 6, 2009: The Bodie Island Spit prenesting area has been removed and there is ORV access for approximately 1. 3 miles from Ramp 4 to the inlet. The wintering protection area has been installed, based on last year’s monitoring of the area. It includes an ORV access corridor to the north side of the Bait Pond to within 30 meters of the Bait Pond. From that point, pedestrian access is allowed. On the southwestern most tip of the Spit, about 100 meters on the western shoreline of the Spit near the bridge is marked for pedestrian access only via boat landings. · July 29, 2009: The RESOURCE protection area was restored to the prenesting closure configuration, with its associated access corridor. Portions of the corridor at the southeast side of the spit have been lost to erosion, which currently limits access past that point to the inlet. The inlet shoreline south/west of the eroded area is open to boat landing (i.e., pedestrian access by boat.) · July 16, 2009: A full beach closure (RESOURCE protection area) was modified (reduced) 0.5 of a mile south of Ramp 4 due to an AMOY chick considered to be fledged but not yet proficient in flying. Approximately 0.1 of a mile of shoreline was opened to pedestrians. No dogs will be allowed inside the pedestrian corridor. (REMOVED: July 29, 2009) · June 18, 2009: A full beach closure (RESOURCE protection area) was modified (expanded) at the Bodie Island Spit (southernmost tip) for observed AMOY breeding behavior. (REMOVED: July 17, 2009; opens 0.3 of a mile of shoreline to “limited access.”) · June 8, 2009: A full beach closure (RESOURCE protection area) was modified (expanded) 0.4 of a mile south of Ramp 4 for unfledged AMOY chicks. · June 5, 2009: A full beach closure (RESOURCE protection area) was modified (expanded) 0.2 of a mile south of Ramp 4 for unfledged AMOY chicks. · June 2, 2009: A full beach closure (RESOURCE protection area) was modified (expanded) 0.7 of a mile south of Ramp 4 for observed LETE breeding behavior. · May 30, 2009: A full beach closure (RESOURCE protection area) was re-established at the Bodie Island Spit (southernmost tip) for observed AMOY breeding behavior. · May 13, 2009: A full beach closure (RESOURCE protection area) was modified (expanded) on the northern end of the existing closure located approximately 0.8 of a mile south of Ramp 4 for observed LETE breeding behavior. · May 13, 2009: A full beach closure (RESOURCE protection area) was re-established at the Bodie Island Spit (southernmost tip) for observed AMOY breeding behavior. · May 5, 2009: A full beach closure (RESOURCE protection area) was established 0.9 of a mile south of Ramp 4 for observed LETE breeding behavior. This closure, 0.8 of a mile in length, affects the “limited access” area for pedestrians south of Ramp 4 on the ocean shoreline. · May 4, 2009: The Bodie Island Spit (southernmost tip) closure was modified (reduced) and the original prenesting shoreline was re-established when an AMOY pair nested elsewhere. · April 26, 2009: A full beach closure (RESOURCE protection area) was established 1.7 miles south of Ramp 4 (southern tip of Bodie Island Spit) for observed AMOY breeding behavior. Although, this does not currently affect ORV access, the closure does affect a portion of limited beach access for pedestrians. · April 25, 2009: A RESOURCE protection area was established on the south shore of the Bait Pond for observed AMOY breeding behavior. · On April 10, 2009: The North Shore/Bait Pond closure was modified (expanded) for observed AMOY breeding behavior. (REMOVED: April 27, 2009) · April 2, 2009: A RESOURCE protection area was established on the north shore of the Bait Pond, under the BonnerBridge and east to the tidal creek, for observed AMOY breeding behavior. · April 2, 2009: A full beach closure (RESOURCE protection area) was established approximately 0.2 of a mile south of Ramp 4 for observed AMOY breeding behavior. This closure precludes ORV access along the ocean shoreline 0.2 of a mile south of Ramp 4. · April 2, 2009: Due to continuing erosion of the ocean shoreline, the existing RESOURCE protection area has been extended approximately 0.2 miles south, which precludes pedestrian access in the inter-tidal zone past the closure. · March 23, 2009: A full beach closure (RESOURCE protection area) was established 1.3 miles south of Ramp 4 along the ocean shoreline, as a result of observed piping plover breeding behavior. · March 11, 2009: A pre-nesting area (RESOURCE protection area) was established that included interior areas of the spit and the “pond” shoreline and allowed an ORV access corridor along the eastern ocean shoreline to a point 1.4 miles south of Ramp 4 and pedestrian access to the inlet. There is no ORV or pedestrian access in the RESOURCE protection area.
Villages of Rodanthe, Waves, and Salvo: (PeaIsland NWR boundary to Ramp 23 - 3.0 miles) Current Status: The beach is open for pedestrian access. Rodanthe – Ramp 23 · A RESOURCE protection area (sea turtle nest site) is located approximately 1.0 miles south of Rodanthe Pier. This area will be expanded on August 19th. This nest is within the expected "hatch window." This nest is located within an annual VILLAGE closure, and therefore does not affect ORV access. There will be pedestrian access behind (west) of the nest closure outside of the signed protection area. (REMOVED: August 26, 2009) · A RESOURCE protection area (sea turtle nest site) is located approximately 1.2 miles south of Rodanthe Pier. This area will be expanded on August 15th. This nest is within the expected "hatch window." This nest is located within an annual VILLAGE closure, and therefore does not affect ORV access. There will be pedestrian access behind (west) of the nest closure outside of the signed protection area, however, due to vegetation and dune topography, bypassing behind this closure may be difficult for pedestrians. On July 26, 2009, a RESOURCE protection area (sea turtle nest site) located approximately 1.2 miles south of Rodanthe Pier, in a section of beach open to pedestrian access only, was deliberately vandalized. All closure signs and fencing at the site were removed and taken from the area, leaving the nest unmarked. The nest did not appear to be damaged. As a result of the violation, the buffer was expanded 50 meters and signed accordingly. (REMOVED: August 25, 2009) · A RESOURCE protection area (sea turtle nest site) is located approximately 1.3 miles south of Rodanthe Pier. This area will be expanded on August 6th. This nest is within the expected "hatch window." This nest is located within an annual VILLAGE closure, and therefore does not affect ORV access. There will be pedestrian access behind (west) of the nest closure outside of the signed protection area. (REMOVED: August 21, 2009) · A RESOURCE protection area (sea turtle nest site) is located approximately 2.0 miles north of Ramp 23. This area will be expanded on August 7th. This nest is within the expected "hatch window." This nest is located within an annual VILLAGE closure, and therefore does not affect ORV access. There will be pedestrian access behind (west) of the nest closure outside of the signed protection area. (REMOVED: August 21, 2009) · A RESOURCE protection area (sea turtle nest site) is located approximately 1.0 miles north of Ramp 23. This nest is within the expected “hatch window.” This area will be expanded on August 4th. This nest is located within an annual VILLAGE closure, and therefore does not affect ORV access. There will be pedestrian access behind (west) of the nest closure outside of the signed protection area. (REMOVED: August 20, 2009)
Ramp 23 - Ramp 27: (4.3 miles) Current Status: The beach is open to ORV and pedestrian access from Ramp 23 through to Ramp 27. · On August 17 and 18, 2009, the RESOURCE protection area located at Ramp 23 was deliberately vandalized. This was the second and third deliberate violation to occur at this site. As a result of the violations, the buffer was expanded 100 meters for the second deliberate violation and 500 meters for the third deliberate violation and the area was signed accordingly. · A RESOURCE protection area (two adjacent sea turtle nest sites) is located approximately 0.1 mile south of Ramp 23. This area was expanded on September 10th. These nests are within their expected “hatch window.” There is no ORV access available behind the nest closure because of the location of the nest against the toe of the dune. There is pedestrian access behind the nest closure outside of the signed protection area. · A RESOURCE protection area (sea turtle nest site) is located approximately 1.1 miles south of Ramp 23. This area will be expanded on August 11th. This nest is within the expected "hatch window." This nest is located between two RESOURCE protection areas (least tern colonies) and therefore does not affect ORV access. There is pedestrian access behind (west) of the nest closure outside of the signed protection area. (REMOVED: August 21, 2009) · A RESOURCE protection area (sea turtle nest site) is located approximately 2.4 miles south of Ramp 23. This nest is within the expected “hatch window.” This area will be expanded on July 30th. This nest is located between two RESOURCE protection areas (least tern colonies) and therefore does not affect ORV access. There will be pedestrian access behind (west) of the nest closure outside of the signed protection area, however, due to vegetation and dune topography, bypassing behind this closure may be difficult for pedestrians. (REMOVED: August 14, 2009) · A RESOURCE protection area (sea turtle nest site) is located approximately 2.0 miles north of Ramp 27. This area will be expanded on August 7th. This nest is within the expected "hatch window." This nest is now a full beach closure. There is no ORV access available behind the nest closure because of the location of the nest against the toe of the dune. There is pedestrian access behind the nest closure outside of the signed protection area. (REMOVED: August 27, 2009) · A RESOURCE protection area (sea turtle nest site) is located approximately 2.9 miles north of Ramp 27. This nest is within the expected “hatch window” and the buffer will be expanded on July 26th. This nest is located between two RESOURCE protection areas (least tern colonies) and therefore does not affect ORV access. There is pedestrian access behind (west) of the nest closure outside of the signed protection area, however, due to vegetation and dune topography, bypassing behind this closure may be difficult for pedestrians. (REMOVED: August 14, 2009) · A RESOURCE protection area (sea turtle nest site) is located approximately 2.8 miles north of Ramp 27. This area will be expanded on September 20th. This nest is within the expected "hatch window."This is a full beach closure. There will be no ORV access available behind the nest closure because of the location of the nest against the toe of the dune. There will be pedestrian access behind the nest closure outside of the signed protection area, however, due to vegetation and dune topography, bypassing behind this closure may be difficult for pedestrians. · A RESOURCE protection area (sea turtle nest site) is located approximately 1.8 miles north of Ramp 27. This area will be expanded on September 11, 2009. This nest is within the expected “hatch window.” There will be no ORV access available behind the nest closure because of the location of the nest against the toe of the dune. There will be pedestrian access behind the nest closure outside of the signed protection area. · A RESOURCE protection area (sea turtle nest site) is located approximately 1.1 miles north of Ramp 27. This area will be expanded on August 23rd. This nest is within the expected "hatch window." This nest is located between two RESOURCE protection area (expanded sea turtle nest sites), and therefore does not affect ORV or pedestrian access. Once the other sea turtle nests are removed, there will be ORV and pedestrian access behind the nest closure outside of the signed protection area. (REMOVED: August 27, 2009) · July 20, 2009: The full beach closure (RESOURCE protection area) 1.0 mile north of Ramp 27 was modified (moved north) for unfledged LETE chicks. (REMOVED: August 18, 2009) · A RESOURCE protection area (sea turtle nest site) is located approximately 0.4 miles north of Ramp 27. This area will be expanded on August 23rd. This nest is within the expected "hatch window." This is a full beach closure. There will be no ORV access available behind the nest closure because of the location of the nest against the toe of the dune. There will be pedestrian access behind the nest closure outside of the signed protection area, however, due to vegetation and dune topography, bypassing behind this closure may be difficult for pedestrians. (REMOVED: September 6, 2009) · July 15, 2009: The full beach closure (RESOURCE protection area) in front of Ramp 23 was modified (expanded) on the southern boundary for observed unfledged LETE chicks. (REMOVED: August 31, 2009) · July 4, 2009: The full beach closure (RESOURCE protection area) in front of Ramp 23 was modified (expanded) on the northern boundary for observed unfledged LETE chicks. · July 3, 2009: The full beach closure (RESOURCE protection area) 0.9 of a mile north of Ramp 27 was modified (expanded) for observed unfledged LETE chicks. · June 29, 2009: The full beach closure (RESOURCE protection area) in front of Ramp 23 was expanded by 50 meters due to deliberate violations (vandalism of the barricade and fencing). · June 22, 2009: The full beach closure (RESOURCE protection area) immediately adjacent (north) of Ramp 27 was modified (expanded) for unfledged LETE chicks. · June 18, 2009: The full beach closure (RESOURCE protection area) was modified (expanded) 0.9 of a mile north of Ramp 27 for unfledged LETE chicks. · June 15, 2009: The full beach closure (RESOURCE protection area) in front of Ramp 23 was modified (expanded to the west, north and south) for observed LETE breeding behavior and chicks. · June 8, 2009: A full beach closure (RESOURCE protection area) was modified (expanded) 0.1 of a mile north of Ramp 27 for observed LETE breeding behavior. · June 4, 2009: A full beach closure (RESOURCE protection area) was modified (expanded) south of Ramp 23 for observed LETE breeding behavior. · June 1, 2009: A full beach closure (RESOURCE protection area) was established in front of Ramp 23 for observed LETE breeding behavior. · June 1, 2009: A full beach closure (RESOURCE protection area) was established 0.1 of a mile north of Ramp 27 for observed LETE breeding behavior. · May 25, 2009: A full beach closure (RESOURCE protection area) was modified (expanded) 1.0 mile north of Ramp 27 for observed LETE breeding behavior. · May 16, 2009: A full beach closure (RESOURCE protection area) was modified (expanded on northern and southern ends) 1.8 of a mile south of Ramp 23 or 2.3 miles north of Ramp 27 for observed LETE breeding behavior. Ramp 27 - Ramp 30: (2.1 miles) Current Status: The beach is open to ORV and pedestrian access from Ramp 27 through to Ramp 30. · A RESOURCE protection area (sea turtle nest site) is located approximately 1.4 miles north of Ramp 30. This area will be expanded on September 3rd. This nest is within the expected "hatch window." This is a full beach closure. There will be no ORV access available behind the nest closure because of the location of the nest against the toe of the dune. There will be pedestrian access behind the nest closure outside of the signed protection area, however, due to vegetation and dune topography, bypassing behind this closure may be difficult for pedestrians. (REMOVED: Sept. 12, 2009) · August 1, 2009: A full beach closure (RESOURCE protection area) 0.1 of a mile south of Ramp 27 was modified (expanded on the southern end to ensure 200 meter buffer) for observed unfledged LETE chicks. (REMOVED: August 18, 2009) · A RESOURCE protection area (sea turtle nest site) is located approximately 0.1 miles south of Ramp 27. This area will be expanded on August 11th. This nest is within the expected "hatch window." This is a full beach closure. Ramp 30 - Ramp 34: (4.3 miles) Current Status: The beach is open for ORV and pedestrian access south of Ramp 30 to 0.4 of a mile south of Ramp 34 to the AvonVillageline. · A RESOURCE protection area (sea turtle nest site) is located approximately 0.1 miles south of Ramp 30. The nest is within the expected “hatch window.” This area will be expanded on August 5th. There is ORV and pedestrian access behind the nest closure outside of the signed protection area. (REMOVED: August 21, 2009) · A RESOURCE protection (sea turtle nest site) is located approximately 1.3 miles south of Ramp 30. This area was expanded on August 5th. Ramp 34 - Ramp 38: (3.9 miles) Current Status: The beach is open 2.1 miles south of Ramp 34 and 0.4 of mile north of Ramp 38. There is a safety closure in effect immediately north of AvonPier and extends south for 1.4 miles. · A RESOURCE protection area (sea turtle nest site) is located approximately .4 miles north of Ramp 38. This area was expanded on September 12th. This nest is within the expected "hatch window."This is a full beach closure. There will be no ORV access available behind the nest closure because of the location of the nest against the toe of the dune. There will be pedestrian access behind the nest closure outside of the signed protection area. NOTE: This nest is located inside of what was the seasonal village closure, however there is now ORV access to the village but the nest prohibits ORV traffic until the nest hatches. · A RESOURCE protection area (sea turtle nest site) is located approximately 0.7 of a mile north of Ramp 38. This area was expanded on September 9th. The nest is within the expected “hatch window.” There is pedestrian access behind the nest closure outside of the signed protection area. Ramp 44 - Ramp 45: (Cape Point: 2.4 miles) Current Status: Ramp 44 is open for ORV and pedestrian access from Ramp 44 south to Cape Point. The Interdunal Road and Ramp 45 are open to ORV and pedestrian access. Salt Pond Road is closed.
· A RESOURCE protection area (sea turtle nest site) is located approximately 0.5 miles east of Salt Pond Road. This area will be expanded on August 20th. This nest is within the expected "hatch window." This nest is located within a RESOURCE protection area (least tern colony), and therefore does not affect ORV or pedestrian access. Once the tern colony is removed, there will be ORV and pedestrian access behind the nest closure outside of the signed protection area. (REMOVED: August 27, 2009) · A RESOURCE protection area (sea turtle nest site) is located approximately 0.2 miles east of Salt Pond Road. This area will be expanded on August 18th. This nest is within the expected "hatch window." This nest is located within a RESOURCE protection area (least tern colony), and therefore will not affect ORV or pedestrian access. Once the tern colony is removed, there will be ORV and pedestrian access behind the nest closure outside of the signed protection area. Approximately 0.9 of a mile of shoreline was opened to pedestrians. No dogs will be allowed inside the pedestrian corridor. (REMOVED: July 29, 2009) · June 12, 2009: A full beach closure (RESOURCE protection area) was modified (expanded) at the southern tip of Cape Point for LETE and AMOY breeding behavior. · June 11, 2009: A full beach closure (RESOURCE protection area) was modified (reduced to north, expanded to south) at Ramp 44 for unfledged AMOY chicks. · June 10, 2009: A full beach closure (RESOURCE protection area) was modified (expanded) south of Ramp 44 for unfledged AMOY chicks. · June 8, 2009: A full beach closure (RESOURCE protection area) was modified (expanded) at Ramp 44 for unfledged AMOY chicks. · May 30, 2009: A full beach closure (RESOURCE protection area) was established at Ramp 44 due to the presence of piping plover chicks at Cape Point. Ramp 44 is closed to ORV use. (REMOVED: July 8, 2009) · May 10 & 11, 2009: The Cape Point closure was modified, Ramp 44 and 0.4 of a mile of ocean shoreline south of Ramp 44 re-opened for ORV use. The closure was modified (expanded) 0.6 of a mile south of Ramp 44 for observed PIPL and LETE breeding behavior. · May 8, 2009: The Cape Point closure was modified (expanded) for observed PIPL breeding behavior. · April 29, 2009: The Cape Point closure was modified a second time this week for observed AMOY breeding behavior. This modification closes Ramp 44 to ORV access. · April 27, 2009: The Cape Point closure was modified; this modification of 0.1 mile affected the ocean shoreline on the southern boundary of the closure, and the eastern boundary of the prenesting closure was expanded by 30 meters for observed AMOY and PIPL breeding behavior. · On April 22, 2009: A full beach closure (RESOURCE protection area) was established on the ocean shoreline in front of Ramp 45 for observed PIPL breeding behavior. Ramp 45 is closed to ORV and pedestrian access just north of the dune line. (REMOVED: July 20, 2009) · On April 19, 2009: The full beach closure (RESOURCE protection area) located 0.2 of a mile south of Ramp 44 was modified (extended) 300 meters to the south for observed AMOY breeding behavior. This closure is now 0.4 of a mile in length and there is no ORV or pedestrian access within the resource protection area. · On April 14, 2009: A full beach closure (RESOURCE protection area) was established approximately 0.2 of a mile south of Ramp 44 for observed AMOY breeding behavior. · March 12, 2009: A pre-nesting area (RESOURCE protection area) was established at Cape Point that included interior areas of Cape Point and a complete shoreline closure from approximately 0.2 miles south/west of Cape Point to approximately 0.3 east of Ramp 45; and allowed for an access corridor along the eastern ocean shoreline. The total closure distance was approximately 1.0 mile in length. There is no ORV or pedestrian access within the RESOURCE protection area. (REMOVED: September 8, 2009)
Ramp 45 - Ramp 49: (SouthBeach: 3.4 miles) Current Status: Ramp 45 is open. The beach is open for ORV and pedestrian use for approximately 2.9 miles southwest of Ramp 45 and 0.2 of a mile northeast of Ramp 49. There is no through access between Ramp 45 and Ramp 49. · August 8, 2009: The South Beach prenesting area was removed and there is ORV access west of Ramp 45 for 1.4 miles. A RESOURCE protection area was left in place 1.4 miles west of Ramp 45 for an unfledged LETE chick. The required 200-meter buffer was established as the SouthBeach prenesting closure was removed. This closure prevents through access from Ramp 45 to Ramp 49 until the chick is fledged. (REMOVED: August 17, 2009, note: A full beach sea turtle nest site protections areaapproximately 1.5 miles northeast of Ramp 49 prohibits through access between Ramp 49 and Ramp 45 until the nest hatches.) · A RESOURCE protection area (sea turtle nest site) is located approximately 1.5 miles southwest of Ramp 45. This area will be expanded on August 13. This nest is within the expected "hatch window." This nest is located within a RESOURCE protection area (least tern colony), and therefore will not affect ORV or pedestrian access. The tern colony has been REMOVED (8/17), and there is now ORV and pedestrian access behind the nest closure outside of the signed protection area. (This closure was expanded by 25 meters on the east and west sides due to a deliberate violation on September 3, 2009) · July 2, 2009: The westernmost boundary of the SouthBeach pre-nesting area was modified (reduced) as LETE chicks hatch and move within the interior of the closure. · May 18, 2009: A full beach closure (RESOURCE protection area) on the western end of the existing SouthBeach prenesting area was modified (expanded) for observed GBTE breeding behavior. · May 7, 2009: A full beach closure (RESOURCE protection area) on the western end along the shoreline of the existing SouthBeach prenesting area was modified (expanded) for observed LETE breeding behavior. In addition, 0.2 of a mile of “limited access” within the closure is now closed to all entry for LETE breeding behavior. · April 28, 2009: The full beach closure (RESOURCE protection area) on the western end along the shoreline of the existing SouthBeach prenesting area was modified (expanded) which further reduces the limited access section along the shoreline to 0.2 of a mile. · April 13, 2009: A full beach closure was established on the western boundary of the existing SouthBeach pre-nesting area closure for observed AMOY breeding behavior which precludes ORV corridor access or pedestrian access along the lower beach. · March 31, 2009: The western boundary of the existing full beach closure (RESOURCE protection area) was expanded by 50 meters due to a deliberate violation (vandalism of fencing). · March 23, 2009: A full beach closure (RESOURCE protection area) was established from approximately 0.2 miles to 0.7 miles west of Ramp 45 for observed AMOY breeding behavior. · March 12, 2009: A pre-nesting area (RESOURCE protection area) was established at SouthBeach that included upper beach areas that encompass the dunes and extends towards the ocean but allows for an ORV corridor along the lower beach. There is no ORV or pedestrian access within the RESOURCE protection area.
Ramp 49 - Ramp 55: (5.9 miles; includes SandyBay soundside parking area) Current Status: The beach is open to ORV use for 0.2 miles north and 0.5 miles south of Ramp 49. There is pedestrian, but not ORV, access from the Frisco village line to 0.1 of a mile east of Ramp 55. · A RESOURCE protection area (sea turtle nest) is located approximately 0.4 of a mile southwest of Ramp 49. This area was expanded on July 13th. This is a full beach closure. There will be no ORV access available behind the nest closure because of the location of the nest against the toe of the dune. Access to the inlet for ORVs and pedestrians, including the “Rip,” is open. ORV access at the inlet may be impassable at high tide. The Pole Road is open to ORV and pedestrians south to the north end of the Isabel overwash area where traffic is routed onto the beach due to a pre-nesting protection area. Cable Crossing and Spur Road (south of the Isabel overwash area) are open. · A RESOURCE protection area (sea turtle nest site) is located approximately 1.6 miles south of Ramp 55. This area will be expanded on September 23rd. This nest is within the expected "hatch window."This is a full beach closure. There will be no ORV access available behind the nest closure because of the location of the nest against the toe of the dune. There will be pedestrian access behind the nest closure outside of the signed protection area, however, due to vegetation and dune topography, bypassing behind this closure may be difficult for pedestrians. · June 19, 2009: A full beach closure (RESOURCE protection area) 1.0 mile south of Ramp 55 was modified (expanded) for observed AMOY breeding behavior. (REMOVED: July 9, 2009) · June 10, 2009: A full beach closure (RESOURCE protection area) was established approximately 1.0 mile south of Ramp 55 for observed AMOY breeding behavior. The closure necessitates the closure of Hatteras Spit south of the Isabel overwash area. (REMOVED: July 15, 2009) · June 1, 2009: At Hatteras Inlet the original pre-nesting area was modified (expanded) at Hatteras Inlet for AMOY chicks. The closure necessitates the closure of the Spur Road. ORV and pedestrian access is open for 0.8 of a mile along the sound shoreline from Cable Crossing Road to just south of the terminus of the Spur Road. ORV access is tide dependent. (REMOVED: June 23, 2009) · March 30, 2009: Due to a deliberate violation (vandalism of fencing), the eastern boundary of the Hatteras Inlet pre-nesting area was expanded for a total of 0.1 mile (50 meters east of the easternmost vandalized sign). (REMOVED: July 15, 2009) · March 11, 2009: A pre-nesting area (RESOURCE protection area) was established at Hatteras Inlet Spit that included the ocean beach from approximately 0.1mile south of the southern exit of Pole Road south/west to the inlet, then along the inlet shoreline to the sound shoreline 110 meters south of the Spur Road. There is no ORV or pedestrian access within the RESOURCE protection area. · March 11, 2009: A pre-nesting area (RESOURCE protection area) was established on the soundside at the Isabel overwash area that included portions of the Pole Road adjacent to the overwash fans. There is no ORV or pedestrian access within the RESOURCE protection area. Ocean shoreline access is open past this area.

Hatteras Inlet (North Ocracoke Spit) to Ramp 59: (1.4 miles) Current Status: The beach is open for ORV and pedestrian access for 0.3of a mile north of Ramp 59. · July 26, 2009: A full beach closure (RESOURCE protection area) was modified (expanded) 0.3 of a mile northeast of Ramp 59 for observed LETE breeding behavior. · July 13, 2009: A full beach closure (RESOURCE protection area) was modified (expanded) 0.4 of a mile northeast of Ramp 59 for observed LETE breeding behavior. · June 2, 2009: A full beach closure (RESOURCE protection area) was modified (expanded) 0.4 of a mile northeast of Ramp 59 for observed AMOY and LETE breeding behavior. · May 8, 2009: A full beach closure (RESOURCE protection area) was established and modified (expanded) on May 13, 2009, approximately 0.4 of a mile northeast of Ramp 59 for observed AMOY and LETE breeding behavior. · March 10, 2009: A pre-nesting area (RESOURCE protection area) was established at North Ocracoke Spit that included interior areas and the inlet shoreline and portions of the ocean shoreline. There is no ORV or pedestrian access within the RESOURCE protection area.
Ramp 59 - Ramp 67: (7.8 miles) Current Status: The beach is open for ORV access for 1.0 mile south of Ramp 59 and 1.4 miles north of Ramp 67. There is no through ORV access between these two ramps. There is pedestrian, but not ORV access, from Ramp 59 to Ramp 67. · A RESOURCE protection area (sea turtle nest site) is located approximately 0.9 of a mile south of Ramp 59. This nest is within the expected “hatch window” and the buffer was expanded on September 5. This is a full beach closure. There will be no ORV access available behind the nest closure. There will be pedestrian access behind the nest outside of the signed protection area. (REMOVED: Sept. 13, 2009) · A RESOURCE protection area (sea turtle nest site) is located approximately 2.5 miles south of Ramp 59. This nest is within the expected "hatch window and the buffer will be expanded on July 26th. This is within a SAFETY closure and therefore does not affect ORV access. Ramp 67 - Ramp 70 (includes Ramp 68): (3.9 miles; includes Ramp 68) Current Status: The beach is open for ORV for 0.6 of a mile south of Ramp 67 and 0.4 of a mile north of Ramp 70. There is no through ORV access between these two ramps. There is pedestrian access from Ramp 67 and Ramp 70. · A RESOURCE protection area (sea turtle nest site) is located approximately 0.9 miles south of Ramp 67. Ramp 72 to South Point: (3.5 miles) Current Status: The beach is open to ORV and pedestrian access on the ocean shoreline and the inlet south of Ramp 72. · August 9, 2009: The South Point prenesting area has been removed and there is ORV access for approximately 1.9 miles south of Ramp 72 to the inlet. The wintering protection area has been installed, based on last year’s monitoring of the area. It includes a 30-meter wide ORV corridor to the north side of the wintering protection area for access to the soundside. There is ORV access to the inlet for approximately 0.8 of a mile. From that point, pedestrian access is allowed to the soundside. · July 3, 2009: The South Point closure south of Ramp 72 was modified (reduced) which opens 0.5 of a mile of ocean shoreline for ORV access and a pedestrian only corridor extends south for another 0.4 of a mile. (See June 12 entry below for further.) · June 30, 2009: A full beach closure (RESOURCE protection area) was modified (expanded) at South Point for unfledged AMOY chicks. Approximately 0.7 of a mile of “limited access” shoreline at the inlet is closed to public entry. “No landing” signs have been posted. (This expansion was REMOVED: July 10, 2009/PIPL chicks fledged; opens approx. 0.7 of a mile of “limited access” shoreline on Ocracoke Inlet.) · June 18, 2009: A full beach closure (RESOURCE protection area) was modified (expanded) 1.1 miles south of Ramp 72 for unfledged LETE chicks. This modification closes almost all of the “limited access” area on the east side of South Point. · A RESOURCE protection area (sea turtle nest site) is located approximately 1.6 miles south of Ramp 72. This area will be expanded on August 20th. The nest is within the expected "hatch window." There will be ORV and pedestrian access behind the nest closure outside of the signed protection area. (This expansion was REMOVED and then modified on: July 10 & July 13, 2009/PIPL chicks fledged and LETE nests/chicks; opens ORV and pedestrian access 0.8 of a mile south of Ramp 72) · June 4, 2009: A full beach closure (RESOURCE protection area) was modified (expanded) 0.9 of a mile south of Ramp 72 for BLSK breeding behavior. · May 25, 2009: A full beach closure (RESOURCE protection area) was established 0.9 of a mile south of Ramp 72 for BLSK breeding behavior. · May 25, 2009: The pre-nesting area was modified (expanded) 1.3 of a mile south of Ramp 72 for observed BLSK and LETE breeding behavior. · May 10, 2009: The pre-nesting area was modified (expanded) 1.0 mile south of Ramp 72 for observed least tern breeding behavior. · March 24, 2009: The pre-nesting area was expanded by 50 meters at two locations at the inlet due to deliberate violations (vandalism of fencing). One of the expansions precludes ORV access to the inlet shoreline. Pedestrian access is permitted below the tide line to portions of the inlet shoreline outside of the established pre-nesting area. · March 10, 2009: A pre-nesting area (RESOURCE protection area) was established at South Point Ocracoke that included the sound shoreline, portions of the inlet shoreline, and interior portions of the spit; and allowed an access corridor along the ocean shoreline to the inlet. There is no ORV or pedestrian access within the RESOURCE protection area.
Temporary resource protection areas are necessary to protect threatened and endangered species and species of concern including piping plovers, American oystercatchers, colonial waterbirds (3 species of terns and black skimmers), and sea turtles. Posted areas are closed to vehicles, pedestrians, and pets.
