Excerpt from "An Act Making appropriations for the support of the Army for the
fiscal year ending June 30,1920, and for other purposes," approved July 11, 1919 (41

Memorial archway at Vicksburg, Mississippi: That there is hereby appropriated, out of
any funds in the Treasury not otherwise appropriated, the unexpended balance of an
appropriation under an Act of Congress approved September 8,1916, for the National
Memorial Reunion and Peace Jubilee, held at Vicksburg, Mississippi, which unexpended
balance is understood to be about $35,000, for the following purposes, to wit:
FREDERICK A. ROZIENE. REIMBURSEMENT
(I) The sum of $3,000 to be paid to Frederick A. Roziene, president of the National
Association of Vicksburg Veterans, to reimburse him in part for his personal expenditures
in bringing the subject to the attention of Congress and the country,
MEMORIAL ARCHWAY. PLANS, CONSTRUCTION, ETC.
(II) The sum of $32,000, but not exceeding the sum which may remain of said unexpended
balance after the said payment to Frederick A. Roziene is made, for the purpose of
securing designs and plans for, and the construction of, a memorial archway to be erected
at the intersection of Clay Street, extended, in the said city of Vicksburg, within the
bounds of the Vicksburg National Military Park.
VICKSBURG MEMORIAL ARCH COMMISSION.
SEC. 2. That the aforesaid memorial archway shall be constructed under the supervision
and approval of the Secretary of War, and the work shall be committed to a commission, to
be known as the "Vicksburg Memorial Arch Commission," composed of three members
who served in the Civil War and participated in the siege and defense of Vicksburg, in
eighteen hundred and sixty-three. One of the members shall be the president of the
National Association of Vicksburg Veterans, who served in the Federal Army; one shall be
the chairman of the Vicksburg National Park Commission; and one shall be a resident of the
State of Mississippi, who served in the Confederate Army, and who shall be designated by
the governor of the State of Mississippi.
DUTIES, ETC.
The duties of the commission shall be to secure appropriate designs and plans for the
said archway, to select and employ the architects and sculptors for the erection of the
same, and to make contracts therefor not exceeding the available amount herein
appropriated. The members of the commission shall receive no compensation.
STRUCTURE ADDED TO VICKSBURG NATIONAL MILITARY PARK
After the dedication thereof, the said structure shall become a part of the National
Military Park, at Vicksburg, and be under the control of the Vicksburg National Park
Commission. |
