All historic structures in the park will be considered for preservation either by the NPS or by partners. If funds are not available to preserve a structure, it will remain on the landscape until it deteriorates to "poor" condition. It will then be evaluated to determine if it will be removed as a safety hazard or protected as a ruin. Section 106 of the Historic Preservation Act will be applied.
The following criteria will be used to determine when a structure will be removed:
Step 1: Is the building/structure/ruin over 50 years old and/or listed as a contributing feature of the historic landscape?
If NO: Demolish
If YES: Initiate Section 106 Review and proceed with the next step.
Step 2: Is the building/structure/ruin critical to a farmstead site or landscape district?
If NO: After 106 Review is completed, an in-house decision is made on mitigating adverse action of demolition. (i.e. documentation, retention of materials)
If YES: Determine options for retaining the building/structure/ruin and proceed with the next step. The following options are available for consideration for retaining the building/structure/ruin. The following options are listed in a decreasing level of intervention:
1. Rehabilitation
2. Preservation of stabilized ruins.
3. Moldering Ruin without removal.
4. Removal of glass, metal, asphalt shingles, and other manmade
materials. Retain wooden components and foundation.
5. Removal of all structural components. Retain foundation.
6. Removal of all structural components. If no foundation exists,
use contemporary materials (curbing, etc.) to define building/structure/ruin(s)
location
Step 3: Evaluation for demolition will occur on a building by building level. Mitigation for building/structure/ruin demolition will only commence after the Assessment of Adverse Effect is sent to and addressed by the Advisory Council on Historic Preservation. Mitigation will include, but not be limited to, archeological surveys and documentation that includes HABS level photo-documentation, drawings, etc. as required through Section 106 consultation. Removal will not begin until mitigation is completed and documentation is entered into the Library of Congress, as required.
