CHAPTER II. MANAGEMENT ALTERNATIVES

This chapter describes seven management actions, or management alternatives, evaluated in this EA (Figure 1). Alternative A., the "No Action Alternative" involves proceeding with construction of the Desolation-Hozomeen Trail, as described in Section 3.5.2.6 in the Settlement Agreement on Recreation and Aesthetics (SCL, 1991). In accordance with the National Environmental Policy Act, the "No Action" alternative means no additional management actions. It is intended to serve as a baseline from which to evaluate the impacts of each "Action" management alternative. Because of Wilderness and wildlife issues it is unlikely that the No Action alternative would be selected for implementation. According to the Settlement Agreement on Recreation and Aesthetics, Seattle City Light is obligated to fund either construction of a trail from Desolation Peak to Hozomeen, or an appropriate site substitute. The six other management alternatives evaluated in this EA are considered to be appropriate site substitutes.
