Compendium of designations, closures, permit requirements
and other restrictions imposed under the discretionary authority
of the Superintendent, Roosevelt-Vanderbilt NHS, Title 36, Code
of Federal Regulations (CFR), Chapter 1.
Under the provisions of Title 36, Code of Federal Regulations,
Sections 1.5, 1.6, and 1.7, the following Superintendent's Orders
are established for Roosevelt-Vanderbilt NHS. Unless otherwise
noted, these orders apply in addition to the regulations contained
in Parts 1-7 of Title 36, CFR.

| PART 1 - GENERAL PROVISIONS |
1.5 CLOSURES AND PUBLIC USE LIMITS
(a)(1) All park areas including grounds, buildings, roads, and
other public use facilities are closed to public use from one
half-hour after sunset until one half hour before sunrise; except,
Bard Rock road and parking is closed to vehicle traffic on weekends
and holidays and closed at sunset all other days. Bard Rock road
and parking may be closed to vehicles during the winter season
or at any other time when hazardous driving conditions exist.
(b) Recreational and sports activities are prohibited from
the Visitor Center south to the Italian Gardens including the
circular lawn in front of the Vanderbilt Mansion; except as authorized
by permit.
(f) Parking is restricted to designated areas at the Vanderbilt
Mansion Site:
15-minute parking limitation at the Overlook
60-minute parking limitation at Bard Rock, when not closed

PART 2 - RESOURCE PROTECTION, PUBLIC USE, AND RECREATION
2.1 PRESERVATION OF NATURAL, CULTURAL AND ARCHEOLOGY RESOURCES
(c)(2) Small quantities (one quart or less) of fruits, nuts,
or berries may be gathered for personal use and consumption while
in the park. Climbing of trees to gather fruits, nuts, or berries
is prohibited.

2.2 WILDLIFE PROTECTION
(d) Wildlife legally wounded outside the park in accordance
with state hunting regulations may only be followed inside the
boundaries of the park, dispatched, and removed from the park
with a National Park Service Ranger present.
(e) Viewing of wildlife with an artificial light is prohibited.

2.11 PICNICKING
Picnicking is prohibited inside or within 100' of all historic
buildings and from the Visitor Center grounds south to the Italian
Gardens including the circular lawn in front of the Vanderbilt
Mansion; except, employees at their residences and employees
or volunteers having lunch at their worksites.
Picnicking is allowed at the three developed picnic sites
located at the FDR Home adjacent to the north parking lot, Valkill
orchard area adjacent to the parking lot, and at Bard Rock.

2.13 FIRES
(a)(1) Charcoal grills and outdoor gas stoves are permitted for
use at developed picnic areas with tables and at park residences.
Open wood campfires are prohibited.

2.15 PETS
(a)(5) The owner of a pet or the person in charge of the pet
is required to pick up pet excrement within 15 minutes of it
being deposited on the ground and either remove it from the park
or dispose of it at developed restroom facilities or in trashcans.

2.16 HORSES AND PACK ANIMALS
(b) Stock are prohibited within the park; except as allowed
by permit.

2.19 WINTER ACTIVITIES
(a) Designated, permitted winter activities and locations:
Ice Skating at Val-Kill pond
Sledding at Vanderbilt Coach House area
Cross-country skiing at all sites

2.21 SMOKING
(a) The following areas are closed to smoking:
All public and historic buildings and offices
All trails
The Franklin D. Roosevelt/Eleanor Roosevelt grave site
All government vehicles

2.51 PUBLIC ASSEMBLIES, MEETINGS
National Park Service policy states that "a superintendent
must issue or deny a 36 CFR 2.51 public assembly permit on a
proper application within 2 business days."
(e) The following areas are designated as available for public
use and First Amendment activities, with an approved permit from
the Superintendent (see attached maps):
1. The southeast corner of the Vanderbilt Mansion Visitor Center
parking lot, 100 square feet including no more than one parking
spot and the grass area adjacent to it.
2. The FDR Home parking lot and adjacent sidewalk, starting 50
feet west of the ticket booth, west for 20 feet, an area of 100
square feet, including the sidewalk and the grass area adjacent
to it, without blocking pedestrians from passing on the sidewalk.
3. The southern end of the southeast parking lot at Val-Kill,
100 square feet on the grass area adjacent to the parking lot.
4. Designated locations at any of the above three sites may be
moved or modified due to special security requirements during
dignitary visits.

2.52 SALE OR DISTRIBUTION OF PRINTED MATTER
National Park Service policy states that "a superintendent
must issue or deny a 36 CFR 2.52 sale/distribution of printed
matter permit on a proper application within 2 business days."
(e) The following areas are designated as available for the
sale or distribution of printed matter, with an approved permit
from the Superintendent:
1. The southeast corner of the Vanderbilt Mansion Visitor Center
parking lot, 100 square feet including no more than one parking
spot and the grass area adjacent to it.
2. The FDR Home parking lot and adjacent sidewalk, starting 50
feet west of the ticket booth, west for 20 feet, an area of 100
square feet, including the sidewalk and the grass area adjacent
to it, without blocking pedestrians from passing on the sidewalk.
3. The southern end of the southeast parking lot at Val-Kill,

3.21 SWIMMING AND BATHING
(a) (1) Park streams, pools, ponds, and other open public
waters are designated as closed to swimming and bathing.
