Under the provisions of Title 16 United States Code, Section 3, and Title 36 Code of Federal Regulations, Chapter 1, the following designations, closures, permit requirements and other restrictions imposed under the discretionary authority of the Superintendent are established for Gettysburg National Military Park, Soldier’s National Cemetery, and Eisenhower National Historic Site. Unless otherwise noted, these provisions apply to both parks, in addition to those contained in Parts 1-7, 12, and 25 of Title 36 CFR.

36 CFR PART 1 - GENERAL PROVISIONS

1.5 Closures and public use limits

1.5(a)(1) The following areas are closed to the public from sunset until 7 a.m. daily:

Soldier’s National Cemetery

Soldier’s National Cemetery Annex

All park lands, roads, and visitor use facilities including parking areas and pull-outs are closed to public use and access according to the following schedule:

April 1 – October 31, Park Closed from 10 p.m. to 6 a.m.

November 1 – March 31, Park Closed from 7 p.m. to 6 a.m.

 

Exceptions:

The following park roads will remain open 24-hours per day for the specific purpose of through traveling motor vehicle traffic (no pedestrians, or stopping of vehicles permitted):

Buford Avenue

Doubleday Avenue

Granite Schoolhouse Road

Howard Avenue

Millerstown Road

Reynolds Avenue

Wadsworth Avenue

West Confederate Avenue

Wheatfield Road

 

NPS sponsored and approved public meetings, programs and special events, scheduled to occur in the park after designated closure hours are exempt.

McMillan Woods Campground is accessible to registered campers-only after park closure times.

 

Park Living History Volunteers (NPS permit authorized) are authorized access to their identified campsites-only after designated closure hours.

Other Closures:

Guinn Woods area (formerly comprised of the old "Fantasyland"area), including the former overflow parking area, is closed to public use.

 

The following service roads are closed to public vehicular use and travel:

Eisenhower National Historic Site roads

Slyder Farm Lane

National Cemetery Roads

National Cemetery Annex Road

Williams Quarry Road

Public buildings at Gettysburg National Military Park and Eisenhower National Historic Site will be closed Thanksgiving, Christmas and New Year's Day.

1.5(a)(2) Eisenhower National Historic Site is open to public as determined by the Superintendent and posted in public view. Public access to the Historic Site is via shuttle bus or through a reservation system.

Gettysburg NMP and Eisenhower NHS are closed to recreational and sporting activities that potentially detract from the historic setting of the park, result in conflict among visitor use activities, or threaten natural or cultural resources. Prohibited activities include but are not limited to the following: racing, skating (including in-line skating), skateboarding, technical rock climbing, ball playing, kite flying, model airplane flying, throwing objects through the air (frisbee’s, footballs, etc.), and sunbathing. Prohibited activities do not include walking, hiking, strolling, jogging, bicycling, or horseback riding. Specific prohibitions on certain activities may be addressed in other regulations. (Example: National Cemetery Regulations prohibit all recreational activities and skating is prohibited under 36 CFR 2.20)

 

The Visitor Center and Cyclorama Center are closed to entry by members of the general public while carrying backpacks, daypacks, large handbags, packages or other large containers. All persons entering are subject to search.

 

The following areas are closed to the possession of food:

Soldier’s National Cemetery

Soldier’s National Cemetery Annex

The designated parking area for horse trailers is the western most portion of the parking area at the McMillan Woods campground. The area is signed.

1.6 Permits

1.6(f) Activities requiring a permit that may be issued by the Park Superintendent are listed below:

Possession of a Weapon

Collect Specimens

Camping

Operate a Power Saw in a Developed Area or any motorized equipment in non-developed areas

Remove a Downed Aircraft

Use, Possess, Store, or Transport Explosives

Special Events

Public Assemblies

Reside on Park Lands

Scatter Human Ashes

Operate a vehicle exceeding Load, Weight or Size Limits

36 CFR PART 2 - RESOURCE PROTECTION, PUBLIC USE AND RECREATION

2.1 Preservation of natural, cultural and archeological resources.

2.1(a)(4) Downed wood may be collected only within McMillan Woods for use as fuel within the designated campground site.

2.1(a)(5) The following monuments and cultural resources are open to the public (persons, no pets except seeing eye/handicap assist dogs) for walking on, entering, ascending and descending or traversing via walkways and stairs during the hours when the park is open:

44th New York Infantry Monument

Culp's Hill Tower

Friend to Friend Memorial

Longstreet Tower

Oak Ridge Tower

Peace Light Memorial

Pennsylvania Monument

2.1(c)(1)&(2) The gathering and removal of certain fruits, berries and nuts by hand for personal use and consumption is permitted in Gettysburg National Military Park.

The following natural products may be gathered in the following quantities:

Acorns 1 peck / person / day

Apples 1 bushel / person / day

Blackberries 1 peck / person / day

Blueberries 1 peck / person / day

Cherries 1 peck / person / day

Crabapples 1 peck / person / day

Hickory nuts 1 peck / person / day

Mushrooms 1 peck / person / day

Raspberries 1 peck / person / day

Strawberries 1 peck / person / day

Walnuts 1 peck / person / day

Wineberries 1 peck / person / day

Peaches may be gathered only under the terms and conditions of a special agricultural use permit.

The gathering of fruits, berries and nuts is not permitted within Soldier’s National Cemetery or within the fenced area at the Copse of Trees.

2.2 Wildlife protection.

2.2(d) Wildlife taken lawfully outside the park may be transported by vehicle through the park via the most direct route during the legal hunting season. Game must be properly tagged according to state law.

2.2(e) The use of artificial light for the purpose of viewing wildlife is prohibited throughout Gettysburg National Military Park, The Soldier’s National Cemetery, and Eisenhower National Historic Site.

2.3 Fishing.

2.3(a) Fishing regulations are contained in Pennsylvania Consolidated Statutes Title 30.

2.3(d)(2) The possession or use as bait of living or dead minnows or other bait fish, amphibians, nonpreserved fish eggs or fish roe is permitted in accordance with State Regulations.

2.10 Camping and food storage.

2.10(a) The open area west of McMillan Woods off West Confederate Avenue known as the McMillan Woods Campground is designated a Youth Group Campground. The campground is generally open from mid April through the end of October. The campground consists of ten sites with capacities ranging from 15 to 35 people. The campground maximum capacity is 300 people. Use is limited to organized youth groups via a reservation system. A maximum length of stay of 7 days per group is established.

Camping may also be permitted at other areas under a special use permit or as part of a living history encampment.

 

2.10(d) Food storage regulations do not apply.

2.11 Picnicking.

2.11 The following areas are closed to picnicking:

Devils Den

Little Round Top

National Cemetery and Annex

Ziegler's Grove

All monuments and markers and the area within 100 yards of the same are closed to picnicking.

McMillian Woods Picnic Shelter is open to use by registered Youth Groups utilizing the Campground and by Special Use Permit only.

2.13 Fires.

2.13 Campfires are permitted at the McMillan Woods Campground in the provided steel grills only.

Only camp stoves (example: gasoline, propane, butane) may be used in the designated picnic areas (South Confederate Avenue and rear of Visitor Center).

Campfires are also permitted in connection with Park sponsored living history programs at Spangler’s Spring, Pitzer’s Woods and at the PA Monument.

Any other campfires will be permitted only in connection with a Special Use Permit.

2.15 Pets.

2.15(a)(1) The Soldier’s National Cemetery and Annex are closed to the possession of pets (Guide and Service dogs are excepted).

2.15(a)(3) In picnic areas and in the campground - dogs may be tied to picnic tables or tethered in the area while the owner / handler is present, but will not be left unattended.

2.15(a)(5) All pet excrement must be immediately collected and disposed of in refuse containers by the pet owner in picnic areas, parking lots, exhibit areas, trails and other areas with heavy public use.

2.15(e) Park residents may keep pets provided the resident can provide proof of valid registration and vaccinations in accordance with state and local regulations.

2.16 Horses and pack animals.

2.16(b) Horseback riding is permitted on the established trails marked by symbolic Horse Trail signs and upon short direct routes or trails connecting to the Horse Trail to neighboring property.

2.16(g) Operators of horse (draft animal) drawn vehicles will conform to Pennsylvania motor vehicle code, Title 75 sections 3103 - (Traffic Regulation applicable), 4303(e) - (Lighting requirements), and 4529 - (Slow moving vehicle emblem). All such vehicles shall utilize manure catchers as part of the tack.

Horses may only be secured by tying them to a hitching rack, a horse trailer or by cross tying them between two trees so they can not damage the trees by foraging on the bark or branches.

Horses must be attended at all times to prevent third party injuries.

Horses and pack animals shall not be watered at the water spigot in the McMillian Woods Campground. Water may be carried in pails to the animals.

The horse trailer parking area and adjacent campground must be kept free of manure. All horse or pack animal excrement in this area must be collected and carried out by the animal’s owner or rider.

2.17 Aircraft and air delivery.

2.17(d) FAA regulations may be found in 14 CFR Chapter 1.

2.18 Snowmobiles.

2.18(c) The use of snowmobiles is prohibited throughout the parks.

2.19 Winter activities.

2.19 Sledding and other forms of winter recreational activities are permitted at the following areas:

Park Roads (when closed due to snow conditions)

East Cemetery Hill (east side - toward Wainwright Ave.)

Oak Ridge Hill

2.20 Skating, skateboards, and similar devices.

2.20 Only those areas within the curtilage of a park residence are designated for the use of roller skates, skateboards, or similar devices by park residents and their guests.

2.21 Smoking.

2.21(a) With the exception of park residences smoking in all park buildings is prohibited.

2.23 Recreation fees.

2.23(a) Recreation fees have been established under 36 CFR 71.9 for Eisenhower National Historic Site.

2.35 Alcoholic beverages and controlled substances.

2.35(a)(3)(I) All areas of Gettysburg National Military Park, Soldier’s National Cemetery and Annex and Eisenhower National Historic Site are closed to the consumption of alcoholic beverages or the possession of an open container of an alcoholic beverage with the following exception:

Park Residences – Quarters

36 CFR PART 4 - VEHICLES AND TRAFFIC SAFETY

4.11 Load, weight and size limits.

4.11(a) Vehicle load, weight and size limits are addressed in sections 4921 through 4925 of the Pennsylvania Consolidated Statutes, Title 75.

4.11(b)(1) Vehicles exceeding 35 foot in length are prohibited on the following park Avenues:

South Sickles Avenue between the intersections with Warren Avenue and Ayres Avenue.

Wright and Howe Avenues along their entire length.

No vehicles exceeding eight (8) feet in width are permitted to be operated on Park Avenues or Roads without a permit and escort.

Per memorandum to Files dated February 12, 1992, the park and Cumberland Township authorities resolved to restrict commercial truck traffic on Wheatfield Road to vehicle weighing less than 13 tons (26,000 pounds).

4.21 Speed limits.

4.21(b) The speed limit on all other park roads or avenues is 25 mile per hour. Speed limits on Pennsylvania roads within the park is determined by, and posted by the Pennsylvania Department of Transportation.

4.30 Bicycles.

4.30(a) The grounds and roadways of the Soldier’s National Cemetery and Annex are closed to the use of bicycles. Bicycles may be dismounted and walked within the National Cemeteries.

To reduce the inherent hazards of operating bicycles on several of the state highways that run through the park, bicycles may be operated in a careful and prudent manner in opposition to the one-way direction of traffic on one-way park roads.

 

 

36 CFR PART 5 - COMMERCIAL AND PRIVATE OPERATIONS

5.2 Alcoholic beverages; sale of intoxicants.

5.2(a) The sale of liquor is regulated under Title 47 of the Pennsylvania Consolidated Statutes.

5.6 Commercial vehicles.

Per Memorandum to Files dated February 12, 1992, the park and Cumberland Township authorities resolved to restrict commercial truck traffic on Wheatfield Road to vehicle weighing less than 13 tons (26,000 pounds). Commercial vehicles weighing less than 13 tons are permitted on Wheatfield Road.

Commercial vehicles are permitted on Millerstown Road.

 

 

36 CFR PART 12 - NATIONAL CEMETERY REGULATIONS

12.4 Special events and demonstrations.

In addition to events conducted for Memorial Day and Veterans Day, the following dates are designated as special historic significance to the Soldier’s National Cemetery and Annex and events conducted in commemoration of those dates are permitted.

August 23 – Cemetery Annex Rededication Day

November 19 – National Cemetery Dedication Day

December 7 – Pearl Harbor Day

12.10 Floral and commemorative tributes.

The placing of wreaths and floral items are subject to the following restrictions:

1. Fresh cut flowers may be placed on graves at any time.

2. Artificial flowers and potted plants shall be permitted on graves during the period from October 10 through April 15. In areas where the growing season extends generally the year round, artificial flowers and potted plants shall be permitted on graves 10 days before through 10 days after Easter Sunday and Memorial Day.

3. During the Christmas season, Christmas wreaths, floral grave blankets and other floral arrangements shall be permitted commencing December 1 and allowed to remain on the grave through January 20 of each year. Grave floral blankets shall not be larger in size than two by three feet (2' x 3').

4. Permanent plantings, statues, vigil lights, balloon display, breakable objects of any kind, and similar commemorative items are not permitted on graves at any time. These and other hazardous objects shall be removed by cemetery personnel whenever found on a grave.

5. Floral items and other types of decorations shall not be secured or attached to the headstone or commemorative monument.

6. Flowers shall be removed from graves and disposed of by cemetery personnel when they become withered, faded, or otherwise unsightly. All floral items which conflict with normal grounds maintenance may be removed.

7. In order to remain responsive to the public, artificial flowers and other commemorative or religious items that are placed on graves in violation of the conditions stated above shall be removed by cemetery personnel. Such items may be held in an inconspicuous holding area for retrieval by the owners for a period of one (1) month prior to disposal.

8. Florists shall not be permitted to deliver flowers to a grave and leave them thereon without removing and taking away all boxes, wrapping paper, or other packaging materials.

9. Permanent in-ground flower containers are not authorized for placement in any National Cemetery. Existing containers may remain until they become unserviceable.
