Officers of Fort Davis 1854 - 1891

FINK, THEODORE: Born in Germany, he enlisted as a private in the 8th Infantry in June 1841, mustering out of enlisted service as a sergeant major in August 1848 to accept an appointment as a second lieutenant with the 8th.  He was promoted to first lieutenant in 1852 and served at Fort Davis with Company G, 8th Infantry, from December 1854 to March 1857, and again from September 1858 to April 1860. Promoted to captain in 1860, he died on active duty in May 1861.

FINLEY, LEIGHTON: Born in South Carolina in 1856, he was appointed a second lieutenant in the 15th Infantry in September 1879. That November he transferred to the 10th Cavalry and served at Fort Davis with Company C from April 1880 to December 1881, and with Troop A from August 1883 to December 1884. He was promoted to first lieutenant in 1887 and died in February 1894 in St. Paul, Minnesota from injuries sustained while on duty at Fort Custer, Montana in October 1893.

FLIPPER, HENRY OSSIAN: Born in 1856 in Georgia, he was the sixth African-American to attend West Point and the first to graduate. He graduated in 1877, was commissioned a second lieutenant, and assigned to the 10th Cavalry. He served at Fort Davis with Company A, 10th Cavalry, from November 1880 to December 1881. He was dismissed from the army in June 1882 and died in Atlanta, Georgia, in 1940. In December 1976, the Army Board for Correction of Military Records posthumously awarded him an honorable discharge. In 1999, President William J. Clinton granted him a pardon.

FOARD, ANDREW JACKSON: Born in Georgia, he entered the army in May 1853 as an assistant surgeon and served as the post surgeon at Fort Davis from November 1855 to October 1858. He resigned in April 1861 to serve as a surgeon in Army of the Confederate States of America and died in 1867.

FRANK, ROYAL THAXTER: Born in Maine, he graduated from the U.S. Military Academy in 1858 and was appointed to the 5th Infantry. He transferred to the 8th Infantry in October 1858 and served at Fort Davis with the 8th as a second lieutenant with Company E from July 1858 to April 1861. He was promoted to first lieutenant in 1861, to captain in 1862, and to major in the 1st Artillery in 1881. He became the lieutenant colonel of the 2nd Artillery in 1889 and the colonel of the 1st Artillery in 1894. He retired in October 1899 as a brigadier general.

FREEMAN, SAMUEL DIGGS: Born in Virginia in 1858, he graduated from the U.S. Military Academy in 1883. He was commissioned a second lieutenant and assigned to the 10th Cavalry. He served at Fort Davis with Troop C, 10th Cavalry, from September 1883 to September 1884. He was promoted to first lieutenant in 1889 and to captain in the 5th Cavalry in 1899. He retired in August 1909 as a major in the 9th Cavalry, but was recalled to active duty in 1917. He was relieved from active duty in February 1919 and died in January 1948 in Virginia.

FRENCH, JOHN WILLIAM: Born in Washington, D.C., he enlisted as a private in the 7th New York State Militia in April 1861. He was appointed a second lieutenant in the 8th Infantry in October 1861 and promoted to first lieutenant in January 1866. Promoted to captain in the 40th Infantry in July 1866, he transferred to the 25th Infantry in April 1869. He served at Fort Davis in command of Company A, 25th Infantry, from August 1870 to July 1871, and again from August 1876 to August 1878. He was promoted to major in the 14th Infantry in 1891, to lieutenant colonel of the 23rd Infantry in 1895 and to colonel of the 22nd Infantry in 1899. He died in November 1901.

FROHOCK, WILLIAM THOMPSON: Born in Maine, he enlisted as a private in the 3rd Battalion, D.C. Volunteers in April 1861. He was mustered out in July 1861. Appointed a first lieutenant in the 45th Illinois Cavalry in December 1861, he became the colonel of the 66th U.S. Colored Infantry in January 1864. He resigned in September 1864, but reentered the army in March 1865 as a major in the 7th U.S. Veteran Volunteers. He was appointed a first lieutenant in the 15th Infantry in 1866 and promoted to captain in the 9th Cavalry in March 1867. He served at Fort Davis in command of Company K, 9th Cavalry, from April 1868 to May 1870 when he resigned from the army. He died in April 1878.
