CODE OF FEDERAL REGULATIONS
TITLE 36, CHAPTER I
Compendium of closures, use restrictions, permit request requirements designations, and other restrictions imposed under the discretionary authority of the Superintendent of Catoctin Mountain Park.
In accordance with the regulations and the delegated authority provided in Title 36, Code of Federal Regulations, Chapter I, Parts 1 through 7, as authorized by Title 16, United States Code, Section 3, the following regulatory provisions are established consistent with applicable legislation and regulation, maintenance of public health and safety, protection of natural and cultural resources, environmental, or scenic values, aid to scientific research, implementation of management responsibilities, protection of government resources and [equitable allocation and public use of the facilities] of Catoctin Mountain Park, under the jurisdiction of the National Park Service.
Unless otherwise stated, these regulatory provisions apply in addition to the requirements contained in 36 CFR, Chapter 1.

1.5 CLOSURES AND PUBLIC USE LIMITS
(a)(1)
The following roads are closed to vehicular traffic during the winter months, starting after the last weekend in November until the third weekend of March, or as determined by the Superintendent to be unsafe for vehicular traffic due to weather conditions:
Gravel section of Manahan Road north of Park Central Road to the park boundary.
Park Central Road from Quarters 1 (immediately west of the Visitor Center) to Camp 3.
Other park roads may be periodically closed as determined by the Superintendent to be unsafe for vehicular traffic due to weather conditions or for security purposes as requested by the U.S. Secret Service.
(a)(1)
Public parking ends at dusk except in designated camps and camping areas as a condition of permitted occupancy.
(a)(2)
No Parking is allowed on the shoulders of Park Central Road.
(a)(2)
Parking is allowed on the shoulders of Foxville-Deerfield Road only in designated areas.
Parking is allowed on the shoulder of the westbound lane of MD Route 77 in established pull-offs from the east park boundary to the intersection of Park Central Road. Parking is not allowed from Park Central Road to the west park boundary except in the established pull-off at Hemlock Fire Road (near the Catoctin Trail crossing).
Parking is allowed on the shoulders of Manahan Road.

Access to the following areas requires a permit.
- Camp 1 - Misty Mount
- Camp 2 - Greentop
- Camp 4 - Round Meadow
- Poplar Grove Youth Camping Area
- Adirondack Backcountry Shelters
- Owens Creek Campground
- Walnut Springs - Outpost Camping Area for the Disabled
Access to the following areas is closed to the public.
- Camp 3
- All signed areas
- Misty Mount Stable
- Round Meadow Pasture
(a)(2)
All press/media personnel who wish to operate in the park must check in at the Visitor Center and present their press credentials.
The possession or use of any television, still photography, motion picture, and/or videographic filming and associated communication support apparatus and facilities may not occur above 1600 feet elevation.

Pets, except for guide dogs or service animals, are prohibited in the following camp areas:
- Camp 1 - Misty Mount
- Camp 2 - Greentop
- Camp 4 - Round Meadow
- Poplar Grove Youth Group Tenting Area
- Adirondack Backcountry Shelters

Permits are required for the following areas or activities:
- Camps 1, 2, and 4
- Poplar Grove Youth Tenting Area
- Adirondack Shelters
- Owens Creek Campground
- Walnut Springs - Outpost Camping Area for the Disabled
- Rock Climbing at Wolf Rock
- Special Events and Public Assemblies
- Use of the Horse Trail for Organized Group Events
- Sale or Distribution of Printed Matter
- Display of Commercial Advertisement
- Business Operations including Those Which May Originate Outside the Park
- Commercial Photography Which Includes Props, Models, or the Staging of Equipment
- Scientific, Research, Specimen Collection, and/or Artifiact Collection
2.1 PRESERVATION OF NATURAL, CULTURAL, AND ARCHEOLOGICAL RESOURCES
(a)(4)
Dead wood on the ground may be collected for use as fuel for campfires within the park.
(c)(1)
The gathering in small amounts of mushrooms and berries for personal consumption is permitted, provided that, such gathering does not adversely affect the reproductive potential of the plant species or any other park resource.
(d)
Lawfully taken wildlife may be transported through the park on Foxville Deerfield Road. Wildlife must be properly tagged according to the laws of the State. All other roads are closed to the transportation of wildlife unless specifically approved by the Superintendent.
(e)
Wildlife may not be viewed with artificial light or attracted with artificial calling devices except in authorized research studies approved by the Superintendent.
(a)
Owens Creek Campground is open to family camping between April 15 and the third weekend in November. Self-registration is required at the campground.
Adirondack shelters are available for back country camping. A permit is required and may be obtained at the Visitor Center.
Poplar Grove is available for youth group camping. A permit is required. Permits are not issued for the period between March 1 and April 15.
Camping is prohibited in any other area unless specifically designated and permitted by the Superintendent.

(a)(1)
Fires are not permitted in Wolf Rock, Hog Rock, Thurmont Vista or other parking areas along Park Central Road. Fires are only allowed in areas with existing fire rings or grills, created by the park.
(b)
Upon abandonment, all fires must be completely extinguished with no visible sign of heat or burning material remaining.
(c)
During periods of high fire danger, the Superintendent may close all or a portion of the park to the lighting or maintaining of a fire.
All provisions of 36 CFR 2.15 are enforced as therein written, including possession of pets in public buildings. See also section 1.5(a)(2) of this document.
(b)
The use of horses or pack animals outside of trails, routes or areas designated for their use is prohibited.
(g)
It is prohibited to tie or picket stock within 100 feet of any natural water source. Horse trailer parking is available at the trailhead for the horse trail across from Camp Greentop and at pull-offs along Manahan Road.
The attached site bulletin on horseback riding itemizes additional regulations established by the Superintendent (Appendix 4).
(a)
Skiing, snowboarding, snowshoeing, tubing and sledding are allowed on Manahan Road north of Park Central Road to the park's north boundary and on Park Central Road, east of Camp 3 to the Visitor Center whenever the road closures are in effect. (See 1.5 (a)(2))
2.20 SKATING, SKATEBOARDS AND SIMILAR DEVICES
Pursuant to Title 36, Code of Federal Regulations, Sections 1.5(a)(2) Closures and Public Use Limits and 2.20 Skating, skateboards, and similar devices (razor scooters, etc), the following policy is hereby established for Catoctin Mountain Park.
Skating (roller and inline) and skateboarding are approved in Camp Round Meadow at the Tennis Court area as prescribed on the attached map (Appendix 5).
Skating (roller and inline) and skateboarding are approved in Camp Greentop at the paved court as prescribed on the attached map (Appendix 6).
Skating (roller and inline) and skateboarding are approved for permanent residents in park housing and their guests in the immediate driveway of the housing unit.
Skating shall be allowed between the hours of 8:00 am and 7:00 pm April through September and 8:00 am and 5:00 pm October through March.
The use of these devices is strictly prohibited inside any building.
Protective equipment, including but not limited to the following, is required: helmet, elbow and knee pads, wrist guards.
No races, competitive endeavors, or product demonstrations are allowed. Ramps or structures are not permitted in Camp Round Meadow or Camp Greentop.
2.35 ALCOHOLIC BEVERAGES AND CONTROLLED SUBSTANCES
(a)(3)
No alcoholic beverages are allowed in Camps 1, 2 and 4 and the Poplar Grove Youth Tenting Areas unless specifically approved by the Superintendent.
2.51 PUBLIC ASSEMBLIES AND MEETINGS

Form 10-114 – Special Use/Public Gathering Permit (Appendix 8).
First Amendment/Public Gathering Permit (Appendix 9).
These permits and conditions are provided as samples and may be modified with conditions at the discretion of the Superintendent based on a review of all factors relative to the proposed activity. The Superintendent will issue or deny a permit within 2 business days of receipt of a proper application.
(d)
If permits are denied by the Superintendent, the applicant shall be informed of the reasons for denial in writing.
(e)
Locations are shown on the map attached to the permit applications. Any and all locations may not be available due to (1) closures in effect (2) previously permitted activities.
2.52 SALE/DISTRIBUTION OF PRINTED MATTER
(c)
Sale/distribution of "printed matter" (textual printed material such as books, pamphlets, magazines or leaflets) is allowed pursuant to a permit.
4.11 LOAD, WEIGHT, AND SIZE LIMITS
(a)
Maximum load limit on Foxville Deerfield Road is 10 tons GVW
Maximum load limit on Park Central & Manahan Roads is 10 tons GVW
Maximum size limit for towed trailers at Owens Creek Campground is 22 feet.
(b)
The speed limit is 30 mph on Park Central Road and Foxville Deerfield Road unless otherwise posted. The speed limit is 25 mph on Manahan Road north of Park Central to the park boundary unless otherwise posted.
(a)
The use of a bicycle is prohibited except on park roads, in parking areas and on routes designated for bicycle use.
All provisions of this regulation apply at Catoctin Mountain Park. "Mountain bikes" and other trail bikes are prohibited on park trails.

Selection of Form 10-931 or Form 10-932 shall be based on the complexity of the proposed project. Applicants are encouraged to contact the Superintendent in advance of Application to determine if the shorter Form 10-931 may be used. In the absence of such contact, applicants shall use Form 10-932 which provides additional information which may be needed to make a determination on the request.l
(c)
Commercial vehicles will be allowed to travel on Foxville Deerfield Road when use is necessary for access to private lands adjacent to the park or when other access is not available. Manahan Road, south of Park Central Road, and Park Central Road, east of Manahan Road, to Camp 3 are open to vehicles servicing Camp 3. Park Central Road from Foxville-Deerfield Road to Manahan Road and from Camp 3 to the Visitor Center is closed to commercial vehicles.
Buses are prohibited from through westbound travel on Park Central Road. Buses may travel westbound only as far as Thurmont Vista parking area, Wolf Rock parking areas for trail access, or for access to Misty Mount Camp.
