The National Mall and Memorial Parks is located in Washington, D.C., and is the place where America and the world come to reflect, honor, celebrate and recreate.  The park contains some of the oldest and most significant historic sites and park lands such as the Washington Monument, Lincoln Memorial, Thomas Jefferson Memorial, World War II Memorial, Martin Luther King, Jr. Memorial, and East & West Potomac Parks.  For more information about this park, visit www.nps.gov/nama.

This position is located in the Division of Administration at the National Mall and Memorial Parks a unit of the National Park Service in Washington, DC.

This position has promotion potential to the target grade level of GS-09. You may be promoted to the next higher grade without further competition when all statutory and regulatory requirements have been met, performance is satisfactory and promotion is recommended by the supervisor. Promotion to the next higher grade is not guaranteed and is contingent upon the above criteria.

Management may select at any of the grade levels announced.

Major duties of the position:

 At the full performance level, the incumbent serves as a consultant and advisor in all phases of budget and related financial management matters.

  • Assists with the development, preparation, and revision of the unit budget, and in the preparation of instructions to managers regarding funding estimates and budget planning for the coming fiscal year. Drafts procedural guidance concerning the format for submission of annual estimates of funding needs.
  • Provides required data and assistance to program managers and unit staff in developing budget and program planning summaries. 
  • Assists with execution of the current year budget for the unit, including analysis of needs, recommendation for modifications, and making allotments. 
  • Participates, reviews and analyses park procedures on financial management matters with Financial Management Officer, and assists in developing written guidance for managers to accomplish park objectives and goals.
  • Checks the accuracy and adequacy of budget justification data submitted in support of budget estimates or requests for allotments by comparison with source documents (e.g., acquisition records, historical financial data, payroll reports, and fixed cost data).
  • Prepares data summaries for inclusion in routine and special reports on budget execution. Tabulates cost data on individual projects (e.g., construction, research, or maintenance) and applies basic budget analysis (e.g., cost-benefit ratios) to budgetary data to illustrate the effects of changes in levels of funding for current projects.

In order to qualify for this position you must meet the following by the closing date of the vacancy announcement: Friday, January 25, 2013

To qualify for this position at the GS-07 grade level, applicants must meet one of the following requirements:

A. One full academic year (18 semester hours) of progressively higher level graduate education in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: One year of full time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying 1 year of full-time graduate study. OR

B. One year of specialized experience equivalent to at least the GS-05 grade level in the Federal service as a budget analyst or related position. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform the duties of the position, and that is typically in or related to the work of the position to be filled. Qualifying specialized experience includes: tracking and monitoring financial and program trends, analyzing and interpreting current and historic financial data, analyzing and compiling data for the most efficient and economic use of funding for program goals.  Experience must have demonstrated performing the work independently using well established policies, procedures and techniques. OR

C. A combination of appropriate specialized experience as described in ”A” above and graduate level education as described in “B” and that together meet the qualification requirements for this position at the GS-7 grade level.

Time in Grade Requirements: Applicants who have held a nontemporary General Schedule position within the last 52 weeks must meet the Time in Grade restriction by the closing date of the announcement.

To qualify for the GS-9 grade level, you must have one year of specialized experience equivalent to at least GS-7 in the Federal service as a budget analyst or related position. Experience may include -tracking and monitoring financial and program trends, analyzing and interpreting current and historic data, analyzing and compiling data for the most efficient and economic use of funding for program proposals. Experience must have demonstrated performing the work independently using well established policies, procedures and techniques. -OR-

  

You must have completed two full years of graduate level study leading to a master's degree, or master's or equivalent graduate degree that is directly related to this position and has provided the knowledge, skills, and abilities necessary to do the work of this position. Such fields may include business administration, economics, accounting, governmental budgeting, and public administration. -OR-

You must have two years of graduate education in a directly related field or have an equivalent combination of such education and experience (50 percent of the experience requirement), and 27 semester hours or 41 quarter hours of appropriate directly related graduate education (50 percent of the education requirement).

REQUIREMENTS:

Appointment will be subject to a pre-employment background investigation. Under the requirements of the Homeland Security Presidential Directive 12 (HSPD-12), all new Federal Employees must pass a background investigation. Failure to successfully meet these requirements will be grounds for termination.

New employees of the Department of the Interior must identify a financial institution for direct deposit of net pay within 30 days of entrance on duty.

Applicants must possess and maintain a valid state driver's license or District of Columbia driver's license.

This is not a drug tested position.

Applicant must be able to work alternative work schedules.

One year probationary period may be required.
