Quick Look

Step 1 - The first step in this evaluation framework is the Quick Look. The goal of the Quick Look is to identify any potential "red flags" or problems with the PBO Proposal. Everyone at the symposium should read and briefly discuss the PBO Proposal. Flagged items should get the closest scrutiny in committee evaluation meetings.

Legal Experts

Step 2 - The committee of legal experts should consider the PBO Proposal by examining the Wilderness Act of 1964, ANILCA and other legislation and policy you have studied. Consider the activities that are generally prohibited, including the use of motor vehicles, motorized equipment, motorboats, aircraft landing, mechanical transport, and structures and installations.

Scientific Consultants

Step 3 - The committee of science consultants should evaluate the scientific value of the PBO Proposal. In committee weigh the scientific benefits both to local communities and to the larger nation against the ecological impacts of installing the monuments on Wilderness or "suitable for wilderness" lands.

Cultural Representatives

Step 4 - The committee of cultural representatives will pool their knowledge and experiences to develop a detailed understanding of the potential benefits and impacts of the PBO Proposal.

Policy Symposium

Step 5 - Finally, all committees will meet in the full symposium to discuss the results of the committee evaluations. In the symposium they will work together to draw up a united recommendation to the question: Should the NPS allow EarthScope to build the PBO in Alaska's national parks on wilderness lands?
